While the same manufacturer offers organic soil specifically for these seeds, this listing is for the seeds only as I have not used the soil. These are also sold at pet shops.
Of course, you can also grow them in regular soil.
There are also specialized pots available (designed to make it harder for cats to pull out the grass), but I only have used ones at home, so they are not included in this listing. Please note that pet shops sell pots and seed sets individually or in packs of three.
If you only need a small amount at a time, growing them in small containers is also a good option.

While it says it's enough for 10 plantings in a #4 pot, if you sow densely in a shallow (3-4 cm total height for soil and seeds) 10cm square container, you'll get many more plantings. If you use empty yogurt or pudding containers, you'll get an incredible number of plantings. Rather than sowing a lot and wasting it, it's more efficient to sow small amounts frequently and grow them.
Germination is now fast in the summer, taking about 3 days. If you sow once a week, you can have a continuous supply.
I used to sow the seeds, cover the container with thin paper secured with a rubber band, and once germination was visible, I would remove the paper and place it in a sunny spot, watering it.

The germination rate is better than those sold at certain stores, and most importantly, I feel they are safe and secure.
